This error looks like it's within the SCORM module.

I have spotted an issue when you try to connect SCORM activity with progress bar. When SCOMR is not finished by any of students and you log in as a teacher you can use [Overview of students] button to display all progress of all students in course. Then when you click on not-attempted SCORM in any students you will get an error 'Coding error detected, it must be fixed by a programmer: mod_scorm_attempt_bar requires a attemptids value.'. The link to not-attempt by student SCORM leads to URL/mod/scorm/report/userreport.php?id=XXXX&user=XXXX
This was spotted and tested for moodle 3.1
If you use the Completion Progress block, all activities that support completion can be included. I suggest you switch to that.

Can I export a csv or something looks like the infomations
of the progress bar?

Most of the time they mean the same. Some activities refer to marks and others to grades. One place where there is a distinction needed is in the Assignment activity, which maintains its own list of marks and keeps the latest synced with the Gradebook. Since people mark directly into the Gradebook (not recommended), so it may be necessary to tell the Progress Bar where to look.
Ultimately, this is another reason to stop using the Progress Bar block and to switch to the Completion Progress block, where the terminology is consistent.

I won't be releasing more versions of the Progress Bar block or adding to the list of activities it covers.

Regarding H5P: will you add it in the lib.php file? ... or could someone please share their code snippet? I'll look at your new plugin and will give some feedback there!
Some more context: I activated completion tracking for an interactive video in H5P that contains a multiple choice question. When the multiple choice question is answered correctly the activity is set to completed. But when configuring the progress bar block the activity still doesn't show up in the block settings...

If you grade a student's submission then offer them a new attempt, it should go back to blue.
