Some years ago I created an issue on this plugins' Github repo proposing that improvement (https://github.com/wooclap/moodle-mod_wooclap/issues/10) but that issue has been recently closed as "Not planned", I hope they reconsider that decision taking into account that there is more people needing it.
It seems the Wooclap plugin misses some elements to handle correctly reset functionnality. More details in this (french) discussion : https://moodle.org/mod/forum/discuss.php?d=468958

I perfectly agree with you that anonymous voting is important, and this is actually possible with the Moodle plugin as well. I'll add some explanations below.
When you create the Wooclap activity in Moodle, by default Moodle authentication will be required for the Wooclap activity. In this case, the students will need to be authenticated.
However, if you click on the settings (gear icon top right), you can turn off authentication. In that case, the students can participate anonymously.
If for some reason, a student is already authenticated when they join the event (due to participation to a past Wooclap event) and authentication is not required, we display a screen to the student saying "This event does not require authentication", and they can choose between "Stay logged in" or "Continue anonymously".
So I believe this should allow the behavior you were looking for. Let me know if I missed a scenario where anonymous voting is not possible.

The reason why we turn on Moodle authentication by default is that this is required if you want to synchronise the grades from Wooclap to Moodle. If the student is not authenticated, it will not be possible to synchronise the grades. In the past, some teachers would forget to turn on Moodle authentication, so they were not able to synchronise the grades, and this why we chose to turn it on by default.

I noticed the Wooclap moodle integration plugin disables the possibility to make vote anonymous. It seems to be an important pedagogical restriction because anonymity has been proven to be important for student engagement has it can be read in this interesting meta-analysis :

Wooclap Moodle integration seems much more interresting if anonymous vote is enabled, because Moodle does not allow teachers to make quiz answer anonymous.
