YOu should check if you have given that capability to some of your users at the site level, rather than at the course level.
So, you just need to download the mod_checklist plugin (linked to above) and upload it to your server (read the included instructions for full details). You should then find the install for both plugins proceeds without any further problems.
Appreciate any pointer.
Absolutely wonderful plugin, fantastic work, well done.

Thank for telling me that this error message means!!
--- I needed to check the mod/checklist and ensure that the checklist module is installed and in the right place. It wasn't in the right place(by accident, of course).
You're right, I am quite frustrated. But I was genuinely having questions about installing Checklist. The README file does not expressly tell me where to FTP the files to in the hierarchy and I had to guess, which is usually a bad thing in Moodle. After reading everything I could find on Checklist, I still couldn't find the problem and these first few posts didn't give me any clues.
Sorry for the frustration, and a very big Thank You for all your help!
Everything is working great!
Are you having a problem with the checklist block, or were you just looking for somewhere to let off steam about plugins in general?
If the problem is with dependencies for the checklist block, then there is only one dependency for this block and that is that you also install the checklist module (as stated clearly at the top of this page and in the README instructions included with this block).
If there is some other problem that you are having with the checklist block, then please explain what it is.
I am now stuck with a Plugin Dependency Check that I can NEVER pass with this plugin installed.
I just spent that last 5 days trying to figure out why my UTF8 MySQL database wasn`t good enough for the Moodle 2.4 upgrade. Now I have to deal with plugins that the developer knows won`t pass a dependency check, and doesn`t care enough to post how to fix it. Thanks.
Can you please, please, please, post how to solve this little conundrum. Not everyone specializes in computer code. I`d like to get on with real life. I don`t want to be frustrated with Moodle, you, my computer, MySQL, or anything else today, but I`m beginning to feel like I should walk into a bar naked with a poodle under one arm and say to the bartender.......
Never mind, it was a bad joke anyway. Can you just post how to get past the plugin dependency check? Thanks.
