Forum Post Rate Limiter

Limit the ability to create posts / reply in a forum module. For example, by limiting activity to one post/reply per hour.

The rate limit can be configured in site level (in forum plugin settings in Site Administration), course level (in course settings page), or module level (in forum settings page). The configuration in lower level will override the upper level if specified.
