Fixed:

Intervention messages now delivered correctly — the intervention_contact message provider had a capability restriction that silently blocked student receipt; removed so students can receive staff messages
Staff-to-student messages now use notification = 1 (system notifications), bypassing messaging policy restrictions and user block lists
