Fixed
- Course picker search could not find courses that sorted alphabetically
beyond the 250-course load cap on large sites (e.g. a course named "T1"
showed "No courses match your search" even though it existed). The search
was performed entirely in the browser over the pre-loaded, truncated list,
so courses that were never sent could never be found
Changed
- The prerequisite course picker now searches server-side as you type via
a new availability_prerequisite_search_courses web service, so any course
is findable regardless of how many courses the site has. Only an initial
page of courses is shipped to the browser for the empty-search display;
searching queries the database directly
- A prerequisite course already saved on the activity/section is now always
sent to the editor by name, so it displays correctly when the restriction
is reopened even if it falls outside the initial page

- Performance: the prerequisite course picker now loads at most 250 courses
at a time using a SQL LIMIT, instead of querying and rendering the entire
course table. On large sites this prevents memory spikes and slow page
loads. When more courses exist than the cap, the widget and the bulk setter
page prompt the user to refine their search (reviewer feedback)
- Performance: course-name lookups and completion-percentage calculations
in the restriction message are now cached per request, avoiding repeated
identical database queries when many activities on a page share the same
prerequisite (reviewer feedback)
