Fixed

• Course picker search could not find courses that sorted alphabetically
  beyond the 250-course load cap on large sites (e.g. a course named "T1"
  showed "No courses match your search" even though it existed). The search
  was performed entirely in the browser over the pre-loaded, truncated list,
  so courses that were never sent could never be found

Changed

• The prerequisite course picker now searches server-side as you type via
  a new availability_prerequisite_search_courses web service, so any course
  is findable regardless of how many courses the site has. Only an initial
  page of courses is shipped to the browser for the empty-search display;
  searching queries the database directly


• A prerequisite course already saved on the activity/section is now always
  sent to the editor by name, so it displays correctly when the restriction
  is reopened even if it falls outside the initial page

• Performance: course-name lookups and completion-percentage calculations
  in the restriction message are now cached per request, avoiding repeated
  identical database queries when many activities on a page share the same
